San Bruno metallurgical report

The US National Transporation Safety Board has recently released a detailed metallurgical report on the pipe that failed in the San Bruno disaster.  It is long and comprehensive and so far I’ve only scanned it very briefly (still catching up with the backlog after two weeks of holiday).  As far as I can tell it doesn’t attempt to draw conclusions about the cause of the failure, it just describes in detail the condition of the pipe.  In particular a number of aspects of the as-built condition are a serious worry.  It’s a report worth looking at.
